President Gloria Macapagal-Arroyo's Speech during the Local Peace and Security Assembly in Region III
Maraming salamat Secretary Gilbert Teodoro, secretary ng National Defense at anak ng Tarlac.
Our political leaders in the region: we have here the governor of Zambales, Governor Amor Deloso; Congresswoman Mila Magsaysay of this district where we are now; Mayor Bong Gordon, our host mayor because a part of Subic is from Olongapo City but we have also Mayor Khonghun on the other side because a part is also from Subic town; and then, Congresswoman Iyay Coscolluela of Buhay Party List is very familiar with Subic having worked here for such a long time; and Congressman Violago from Nueva Ecija, thank you for being here.
We have Governor Tet Garcia with us and his son Congressman Abet and we have Congresswoman Herminia Roman with us. So, we thank all of them for being here at lahat ng mga local officials na nakita ko, nabati ko, mga punongbayan ng ibat-ibang mga lungsod at bayan dito sa Central Luzon, very happy to see all of you.
Mga sundalo at pulis na narito ngayon, we're very happy that you are here and participated in this very important assembly. At mga kinakatawan ng simbahan, nakita ko nga ay halos lahat ng workshop leaders ay mga leader ng tinatawag nating Christian churches. At mga grupong sibilyan, salamat sa mga resolusyon; at itong mga resolusyon na ito ay hihimayin ng grupo ni Secretary Bert Gonzales, na wala ngayon bagama't siya ang namamahala sa mga asembliyang ito dahil meron siyang importanteng meeting doon sa Davao sa Mindanao at hindi naman natin makansel itong buong assembly para lang hintayin siya. Pero yung kanyang grupo, itong mga nakaupo dito sa ating front table, hihimayin ang mga resolusyon ninyo lalung-lalo na yung mga bahagi ng resolusyon na lumalabas din doon sa resolusyon ng ibang mga assembly. Kasi yun ang pinakaimportante na sagutin or harapin ng ating pamahalaan nasyonal, at yung mga pamahalaang lokal naman ninyo ay sana asikasuhin yung mga probisyon ng resolusyon that are specific to your region. Salamat sa binigay ninyong tulong sa prosesong pangkapayapaan dito sa Region III.
Tungkulin ng pamahalaan na siguruhing ligtas ang mamamayan sa mga kuko ng kaaway, rebelde man o kriminal. At nagagalak tayo na nabawasan na ang mga aktibong rebelde dito. Halos kalahati na lang sila kung ihahambing natin doon sa 1998, at malaki rin ang nabawas sa kanilang mga armas. Tagumpay ito ng pinagsanib na pagsisikap ng military, ng kapulisan at ng taumbayan. Kaya congratulations sa inyong lahat! (Applause)
Humina man ang pwersa ng mga rebeldeng ito, kailangan pa rin nating maging masigasig upang tuluyan nang matigil ang mga engkwentro at mabawi mula sa impluwensya ng kaliwa ang 111 barangays na marami dito ay nasa Bataan, Aurora at Pampanga. Sa alam ko dahil ako ay Kapampangan parati kong sinusubaybayan yun, I think we have no more influenced barangays, tama ba ito? But there are many barangays that are threatened barangays. Kailangan matigil na ang pagsabotahe ng mga rebelde sa mga cell sites. Kailangan matigil na ang kanilang pananakot, pangingikil at pagre-recruit ng mga bagong kasapi. Sa nakikita natin sa inyong resolusyon may mga underlying conclusions na nagbibigay daan sa inyong mga resolusyon. At isang importanteng conclusion palagay ko sa inyong workshops: kawalan ng trabaho, problema sa reporma sa lupa, maging sa sakahan o sa indigenous peoples, at isyu ng katarungang panlipunan ang naging mga sanhi ng paglakas ng rebelyon at ito rin ang problema noong dekadang singkwenta at muli noong dekada setenta. At lahat ng ito'y naka-ugat sa kahirapan na sinusubukan naman tugunan ng mga ibatibang administrasyon.
Here in our administration, a strong and growing economy has been the central pillar we have labored to create precisely to help ensure peace, order and stability in our country. And it's paying off: our economy is more resilient today than ever before, thanks to our fiscal reforms at andami sa mga congressmen dito o kaya yung kanilang mga predecessor gaya ni Tony Roman, predecessor ni Herminia at saka si Tet, predecessor ni Abet, marami silang tumulong sa masasabi nating mga repormang ginawa sa Kongreso that manifested in a 7 plus percent GDP growth last year. (Applause) At kasama ditto sa GDP growth last year, every year, every quarter kahit na nagkakaroon ng recession doon sa ibang bansa -- noong 2001 may recession sa Singapore, sa Korea at kung saan pa yun -- we were still growing. So, for the last seven years, we've created almost 7 million jobs in 7 years.
Subalit yung kalakasan at katatagan ng ating taumbayan at ng ating ekonomiya hambing sa iba ay alam ko hindi pa rin kunswelo para sa karaniwang Pilipinong nagbabayad ng mas mataas na presyo para sa pangunahing bilihin.
Before the U.S. financial crisis, which we are weathering quite well so far, we were hit by a dramatic rise in the global price of rice, food and fuel. This hit all Filipinos; and it hurt us. It hit us where it hurts -- at the kitchen table and in our daily lives. So even though we have created almost seven million jobs in seven years and provided a remarkable amount of human and physical infrastructure, at the end of the day, this remains a price-sensitive nation. When prices rise, people naturally feel the pain. And we don't think in terms of overall macroeconomic conditions, we just think whether we can put food on the table.
Sa ganitong mga panahong nakakaabala, papel ng pamahalaan is to help insulate the people from these price shocks and economic pressures. Batid ko ang pasanin na hinaharap ninyo mula sa matataas na presyo at mataas na inflation, na salamat naka-headline kanina ay malaki na ang ibinaba. Batid kong nag-aalala kayo tungkol sa katiyakan ng trabaho at kung ano ang mabibili ninyo sa inyong sweldo. Nag-aalala rin ako. Kaya naman kumikilos tayo ng masipag upang mababa ang presyo ng pagkain at gasolina, at upang tuloy ang pagdami ng trabaho at mga pamumuhunan tuloy-tuloy na dagdagan ng pagkakataon para sa trabaho para sa higit sa ating mga mamamayan.
Salamat na lang at investments continue to come in despite continued volatility in the global markets. Halimbawa kanina, yung mga nasa entablado, halos lahat ay kasama natin doon sa inauguration ng Petron Fuel Blending Plant. Ano itong "fuel blending plant" na ito? Eto yung isa sa produkto nito ay yung ethanol na sinasama na sa kanilang gasolina para pag kayo ay pupunta sa isang Petron gasoline station pwede kayong pumili, pwede niyong bilhin yung gasolina purong gasoline o pwede niyong bilhin yung gasolinang blended with ethanol and the price of the blended gasoline ethanol is four pesos cheaper than the price of ordinary gasoline. Yan ang importansya nung investment na pinanggalingan namin kanina.
At mula naman doon sa planta patungo dito, si Armand Arreza, ang ating administrator ng SBMA ay pinapakita yung ibat-ibang lupa na kinukuha na ng ibat-ibang mga investments na parating dito sa Subic, kaya marami tayong mahihintay na bagong investments dito sa Subic. At salamat na lamang nalaman ko na 85,000 na pala ang nagtratrabaho dito sa Subic. Kaya yan ang pinakaimportanteng biyaya na maibibigay ng mga economic zones sa ating mga karaniwang mamamayan -- trabaho, trabaho, trabaho.
As a result of our economic turnaround, we are also able to invest in key sectors to cushion the harsh impact of high prices for food and fuel on the poor. We are investing in modernizing infrastructure -- alam naman nating lahat, 'yang Subic-Clark-Tarlac Expressway and other roads and bridges on an unprecedented scale. Kanina nakita ko may listahan ng mga kinakailangang farm-to-market roads from the point of view of security and peace. Kaya inaatasan ko ang ating mga heneral dito na isama yung mga farm-to-market roads sa inyong program "Kalayaan Barangay." (Applause)
We are also investing in education, healthcare and other social services. Pinalawak natin ang sakop ng reporma sa lupa. At sana ang ating mga congressmen ay ipapasa ang extension ng CARP. (Applause) At anuman ang mga sabihin nating shortcomings ng implementasyon ng land reform na higitan ang target nating magmudmod ng dalawang daang libong ektarya tauntaon.
We have exceeded the target. Mas marami ang nagkakaroon ng sariling lupa, pati na rin ang mga indigenous peoples ng Region III na ngayon lang nabigyan ng titulo para sa Ancestral Domain. Meron pa ngang naiiwan, gaya nang sinasabi niyo, at talaga naman dahil bago ako naging pangulo wala naming nagbibigay ng Ancestral Domain titles. Nagsimula lang sa ating administrasyon. So, itong mga linagay dito sa Regional Peace and Security Assembly na mga areas ay hihingin ko rin sa ating National Security Council o kaya sa ating P.A. for Region III, kay Relei Fajardo na i-follow up doon sa NCIP kung bakit hindi pa nagagawa. At tignan natin kung papano natin madagdagan ang pondo. Although as I said, yung target na binigay natin para sa Ancestral Domain titles ay nakamit na natin, dahil hindi naman natin sinabing 100 percent nating gagawin sa ating administrasyon. Ganunpaman, sisikapin nating dadagdagan pa ang pondo para magkaron pa ng mga bago. (Applause)
And all the while, we are balancing these investments with a commitment to meet our fiscal obligations. Dahil kung sumobra naman ang gastos ng pamahalaan over and above our taxes sasama naman ang credit rating natin. Tataas naman ang interest rate, hihina naman ang ating piso. Mas lalong mahihirapan naman ang mga taong-bayan dahil tataas na naman ang presyo ng bilihin. Yan ang balancing act na kailangan gawin sa economic management.
We cannot predict the full impact of the current global financial crisis on the Philippines or any country next year. But indeed, we can say that our economy is stronger than it has been in generations. It has demonstrated that the hard choices we made regarding economic reforms -- and I again congratulate either our congressmen now or their predecessors for helping us here -- because these reforms have allowed us to have the resources to mitigate the impact of the global financial crisis and the high prices for food and fuel on all Filipinos. These efforts have served us well.
These actions are seeing us through this period of tremendous change as we prepare for the day which we see has already started to come with lower global and food prices. We are not insulated from events taking place internationally, so we will have to monitor developments closely and take action where for necessary to ensure that any impact will be minimal and short-lived.
Now more than ever, in this time of global economic turmoil, it is essential that we stay focused on meeting the challenges and helping our people. We would hope that our opponents would join us in putting the people first. Unfortunately, some will opt to put politics and even obsolete ideology ahead of the people. But for us, we will continue to protect the poor and move the nation forward during this challenging time.
Our priority is implementing the pro-poor and economic reform agendas that have given our country the strongest and most resilient economy in decades. This is a time when our nation's leadership must give all its attention to managing the impact of the global financial crisis on our own economy, and part of that is addressing the insurgency.
The communist rebels have spend years as a low-level threat. But even if they are low-level, they impede the progress and development of a number of rural areas. If we want to become a first-world country in 20 years, meaning, when poverty has been marginalized or the marginal have entered the middle-class and institutions become strong if we are to achieve that we have to put a stop to the ideological nonsense once and for all. And the reason why we're having all these Local Peace and Security Assemblies is that together with the citizens, we have to get rid of the insurgency now by 2010.
I thank the resolution for recognizing the new premise on our peace efforts. It focuses our peace processes no longer on mainly negotiating with armed groups but more importantly on authentic dialogues with the people in the communities.
These dialogues will be centered on ending all forms of armed rebellion in the country by talking directly with the people; and you are the first conversation in Region III on the part of the national government, and we hope to bring this all the way down to the grassroots. We aim to generate a national consensus against armed struggle as a means of achieving political and social change. Disarmament, Demobilization and Reintegration (DDR), ang ating pangkabuohang framework ngayon sa ating pakikipagharap sa alinmang armadong grupo sa mga peace talks. DDR, as espoused by you, hopefully, by the communities will be a notice to armed groups of your rejection of armed struggle; and a way of showing that the force of arms does not entitle anyone to representing our people.
Through these engagements, you, our people will necessarily make all armed groups accountable to the people and the government for all their actions. At habang tayo ay nagkakaroon nitong ating assembly at pinag-usapan niyo kung papano magkaroon ng kapayapaan. Limampung araw na lang at Pasko na. As we move into this holiday season, we should count all our blessings and look to the future with greater hope, confidence and optimism. Our people must come together this holiday season to celebrate faith and families. Our communities must pull together and set aside personal feuds and political differences. We must focus instead on what positive things we can all do together to improve the lives of the people.
I, for one, am optimistic about our future and the hope -- optimism and resilience of the Filipino people. We will make sure our government is vigilant in bringing government services to the people. It is important that your government work for you. It is important that your government deliver the services you deserve. We must dedicate ourselves to the poor and unfortunate amongst us everyday, but even more so during the holiday season. We must work to bring economic opportunities and human dignity to every Filipino man, woman and child during this coming holiday season of hope, love and faith.
Mabuti na lang na marami sa ating workshop leaders ay nanggagaling sa ating mga faith-based groups. At sana nga dito sa darating na Pasko, habang hinahanap natin ang pagmamahal at pananampalataya, ipagsama na natin sa ating paghanap ng pagmamahal at pananampalataya ang paghanap ng kapayapaan at katatagan ng seguridad ng ating minamahal na Central Luzon.
